The no smoking ban on acft was not introduced by Air Canada, however they started a trial on LGA to Canada flights in April 1987. AC was the first airline to ban smoking on all flights shortly after.
If you smoke on an Air Canada flight you are turned over to the police on arrival. The Courts decide the fine. I believe it is up to $5000 plus a ban on flying Air Canada again.
