Since the parameters are different at JP many photographers will choose to eliminate hassles, avoid marginal rejections and submit their work here. In time the volume will increase and it will be the largest and most popular site.
The quality of work is such that media buyers will scan the DB for what they need, and their "second choice" will become their "first choice".
I believe in time that the BEST selection of shots will be available here and that new photographers as well as "old pros" won't bother with the headaches associated with the other site.
In my mind photography is the core of these sites, not techical details and closed minded screening. The picture is first, and that's what the people who visit want.
