Can I upload a picture that shows the face of another photographer/spotter next to an aircraft?. Will I need his/her permission? Or can I blur out the face and still get picture accepted? Cheers

My understanding is, as long as you have permission from the people in the photo, it's fine.

Do not have permission at it was at RIAT.

Will this picture get accepted if I was to blur out the faces?

Blur the face and you run the risk of Digital Manipulation.

Would it be acceptable or would it be rejected for over exposure anyway?

When you're somewhere open to the public, you don't have to have permission for the photograph, so stop worrying about that.

Yep, anyone in public is fare game. I've got a shot in the DB with a few hundred people crowded around a C-17, and I didn't ask a one of them.
