The shot below was rejected for Dark/Underexposed.

This photo was taken at dusk to avoid the heat haze.
As seen by the naked eye.

Is it acceptable if I correct the brightness and histogram in photoshop, etc.?

Yes. I've probably never uploaded a photo that didn't have light adjustments.

I think it should be possible to make it acceptable with a better edit, yes.

A bit harsh decision imho, but I suppose a little CCW rotation could help. Don't think you can do much to change/improve the centering, so also fine for me.
