Quality should be ok for the age/rarity (just needs color correction), but the fencing/obstruction is a big issue. I'm not sure how it would do in screening

There are other shots where a fence is an obstacle.
For example, the observation deck at Schiphol Airport...

That would likely be a cut off/motive rejection for the awkward/close crop.
