Been trying to upload this photo multiple times without success - I understand the lighting conditions are (to put it mildly) less than ideal - should I keep trying, and if so, should I increase or decrease the contrast?

If you don't mind losing the upload slots from rejections, then you might make another attempt. Contrast is a bit washed out due to the overcast conditions, but it might be fixable with a careful edit.
