Looks heavily cropped and overprocessed. Don't think the quality's there, best to move on from this one.

Looks like you've hit it with a heavy dose of NR and/or S/H or similar.

Whole thing (chopper) is soft/blurry. Looks like a pretty slow shutter speed, so no surprise.
