I had a question about being able to put this photo into the DB

Don't bother, bad framing, bad contrast, horizon not level, poor motive for what you want to show by uploading the photo. Waste of space in the queue.

Not to be rude, but this is so far from meeting any of the requirements that the only thing to say is go through pictures in the DB and get a feel for what is wrong here.

As suggested, it would also likely be of great benefit if you browsed the DB of already accepted images to find ones similar to what you hope to upload to compare quality. This will hopefully save both parties some time.
