I have been rejected twice within an hour for the same reason, there has been no change in the image I uploaded before and the current processing, I am not clear why I was rejected. Or is there a better way to deal with mosaics in the sky, or is this a subjective matter for the individual auditor.

A bit hard to see. However are you saving your file at maximum allowable limits, ie 12 if using photoshop.
Also are you using denoise software? That will also cause compression/artifacts in the sky.
Can you describe your full workflow, and which software you use?
I used the dxo retouching software, I first compressed the raw format into 1920px tiff format, then used tiff format to remove dirty spots and sharpen the image, and finally exported the image to jpg format
