Cant help you with Adobe since I dont use that one , but I can help you with noise.Download this program , Neat Image(downloads.com).It automatically reduces all grain and noise visible , its great , heres some examples from their page

On Photoshop use the 'levels' function and play around with the brightness, it's not easy to explain since every picture is different but have a go and see what happens.

Well, some screeners casted their vote already, others speak, once they see the pic in the screening page
Seriously: In my personal and very humble opinion, the mentioned pic doesn't meet the db standards.

Same here I'm afraid, the MYT DC10 is too dark under the fuselage whereas the sky is completely washed out.
I might also add that all screeners lead different lives and have differing levels of time that they can devote to the site, but on the whole the screeners who are most active in the forums are the ones most likely to screen your shots so when a screener replies to a post it would be wise to follow their advice
Hope I haven't just alienated half my screening colleagues with that line
