Rejection help (Unsharpened/Soft)

I have had at least 15 photos recently rejected for being unsharpened or soft.
For example:

among many others. Is there a tool in Photoshop to easily decrease the chances of this photo being rejected for this reason? Or, is there something I should do next time I go out shooting, settings on camera, etc...?

These are indeed soft. Try using USM in photoshop.

However, I dont think you can get them to an acceptable quality if you dont have bigger versions.

What camera are you using because I think that may be a factor with these shots.

Yes I do have the originals still and they are 3MP size (1248x?) I have used USM on these but maybe I am not using the tool correctly? Any suggestions. Maybe next time try to take pictures from a place with less glare or is it just the camera and is there anything I can do? It is a FujiFilm FinePix S3000.

Well a good setting to start with for USM is the following

120%
0,2 to 0,3
0

Use it more then once until you get the desired level of sharpening
