Hi there Mr Smith, you should be able to bring it up to DB standards all you need to do is adjust your rgb curve to brighten the image. You don't have to do it all in one go, a couple of adjustments, one to brighten the image and one to add contrast should do. One thing to be careful about is when adjusting an underexposed image it is likely you will enhance any noise present in the image.
I have modified your image to show you what it can look like after adjustment.

It is certainly a lot better than the original. A little hard to tell exactly as I am at work on an un-calibrated monitor but it looks like it would make DB quality.
