This was just rejected for unlevel. I can't tell which way it needs rotation...it looks level to me. I used the building on the right for leveling in PS.
I would tilt 0.25, or even 0.20 CCW. You actually have quite a lot of horizon showing in the background so always use that if poss instead of buildings as the horizon gives a true level.

Actually horizon's are surprisingly deceptive unless it's ocean. Even the flat North Dakota landscape up here has a very slight gradient from the air. The best levelling is by using a building's verticals, they are guaranteed to be level.
I would disagree due to the perspective factor. I've taken many a level pic where a hangar roof is sloping dramatically due to perspective and if I levelled that the plane would look like its on its nose!
An overall interpretation of where the horizon is level seems to work far better in my opinion.
