It's soft but also has a few more problems. You have a dustspot above the Terminal. The undercarriage area could do with brightening abit as it's very dark. Also, when re-editing try to include the right wing, which is half missing in the rejected shot.

Feel free to send me the original and i'll have ago at editing it.

You should also remove the blue color cast as this will make your pic look a lot better.

I also work on the contrast of the pic.. the aircraft's belly looks to dark for me, shadows too black. You can use levels or curves to solve this. Always check de histogram of the pic. This must be like a hill extended between both vertical axes. There's a good job around here about "too much / too little contrast".

there's a strange sffect along the upper edge of the terminal's roof.

About your question, when applied USM use background copy layers. That way you can sharpen more in certain zone and rub where it was too much.

        Hope it helps.

A little tip to check softness on a pic you think is sharp or maybe not quite sure about..

Look at the pic for 10 seconds.
Close your eyes for 10 seconds.
Open your eyes and look again....

If, when you first open your eyes, it looks soft and then takes about 10 seconds to sharpen up....then it's soft and needs some gentle sharpening.

The human brain !....it's a wonderful thing when it comes to making sub-conscious instant decisions and then adjusting for defects !!

I always thought my human physiology training would come in useful one day.

That's when the rejection reason changes to "blurry" .....
