The screeners are referring to the fact that the fin is oversharpened yet the window line and reg. are soft/undersharpened. Did you use selective sharpening ?
We would normally use the "Overprocessed" rejection with oversharp and soft to indicate what we mean. Personally, I leave a note to the photographer "some parts soft, some OK, some oversharp" but I can only do that if I'm the last screener or if I'm Instant Rejecting.
