Making photo's larger..advice required please

I have a few 'out of the window' photo's that I would like to see if they would be good enough to be submitted but they are too small...640x400.

I don't have any software that will stretch them as everything went a bit pearshaped on my laptop a couple of weeks ago when my camera, a Samsung, threw a wobbly during uploading.

Before I go into sorting out obtaining another software system, please can someone advise me as to whether or not the photos would be worth enlarging/submitting.....being a complete pooter non-genius, I don't want to have an argument with the laptop reinstalling software just yet if the photo's are not up to standard, so any advice/critique would be gratefully received for future reference, please...

Forget it. You might squeeze them in at 800X600px but they are most likely going to rejected for compression, as the software can not recreate information lost due to the small size. Details can not be regained.

Apart from that many of the pics have other faults like visible glare and obvious dirt on the windows, which is obvious even at the small size. They also look soft and heavily compressed even now.

Okey dokey, thank you. It was worth asking the question. Next time I do any photographs I will make sure that I use a larger setting. The only reason I used the 640x400 was due to it being the default available on the camera's software. There were other choices but I stuck with the default, my error
