Horizon unlevel - need help with cw rotation

I've got problems with the following shot, because I do not really know how to level it. In the appeal the screener told me that it needs a lot of cw rotation but with the light mast in the back it appears level to me:

I would say it needs only a tiny bit clockwise. Not a lot.
Look at the buildings in the back ground, they should have been planned and constructed with vertical walls, so I'd use them as reference.
It is unwise to use poles and masts etc. for this purpose, for they actually can be unlevel.

0.25 to 0.3 CW. No more than that. I'd split the difference at 0.27 CW.
