Would this picture get a motive or centering rejection due to the tail not being centered or too much dead space?

It would get a rejection for "too far". Your main subject is the tail. I suggest you crop closer to the tail, by chopping off above and on the right. at the bottom you can cut away until the reg, so that you have more or less the reg on the lower left and the tail in the upper right corner.

Please check the horizon again. In my opinion it leans a little bit to the left.

OK,

Wasn't sure on the leeway with showing surrounding sites. The whole motive for the picture was the US Airways tail with Washington Monument and Jefferson Memorial in the back ground.

If I crop as suggested then it's just another boring tail pic.

You can of course try to add more to the photo than just the tail, but in this photo the surroundings don't add much to the photo.
