Leveling is confusing me in this pic, help!

Guys, I need your help on this one.
The simple question: how to level this one?

If I level it using the Anthony Fokker buildings as reference, the building in the front (with the cars parked in front of it) looks to fall over to the right, which is unnatural.

Very definitely needs clockwise rotation. I used 0.94 deg CW to level it. Use the vertical in the middle of the blue diamond shaped structure closest to the centre of the image on the Anthony Fokker building.

That should level the little Fokker !!!
