Overprocessed, borderline color/cut off.

Not sure that will help much. Looks like there were some light clouds blocking the sun at the time, so not much you can do with editing. If you need to submit it, go ahead and do so, just realize its chances will be borderline.

2- should I increase contrast?

Not sure that will help much. Looks like there were some light clouds blocking the sun at the time, so not much you can do with editing. If you need to submit it, go ahead and do so, just realize its chances will be borderline.
