    That one is too low, but like I said the weather/contrast kind of makes the centering irrelevant.

    These are the same image. Centering is actually ok for me, though the engines/nacelles do make it seem a little unbalanced (too high). The light (contrast) is a much bigger problem, and I think not really fixable.

    in this other I centered the helicopter so that it was in the center of the frame and was also rejected for not being centered

    Centering should be acceptable, but aircraft is soft/blurry.

    Cut off no, obstructed yes. Looks maybe unavoidable? As such, up to the screener who sees it, but my guess would be probably a rejection.
