Nope, blurred faces will end up in a rejection for manipulation.

Ho about this picture? I've tried to get the contrast the to optimum - this was late evening with the sun behind me - thanks in advance.

Image is quite soft, and lighting is less than ideal, so it would be rejected for soft, and possibly contrast as well.

Would you be able to be more specific... is it too much/too little noise reduction? - or is it over sharpened? - not too over-saturated I dont believe....

Yes, less gaudy now, but still not likely to be accepted due to the very harsh contrast.
