1. Heat haze, obstruction
2. borderline contrast

Both would be contrast rejections, and oversharpened for the first as well.

The lack of contrast is the problem, but adding more contrast probably won't help too much; the quality of the light is just too poor due to the overcast conditions.

Horizon looks ok, but still borderline for contrast, and maybe oversharpening.
