I don't think you will be able to 'fix' the contrast on this. Grey sky vs. bright foreground, there is not much you can do.

I have 2 photos of 2 B-1s banking on final approach at Nellis AFB. clouds were blocking the sun but some yellow tint was popping out. I know they're not the best images you've seen, I'm definitely aware. However, I haver been trying to edit these and I really want get at least one accepted. Could I get these Pre-screened and maybe get some feedback on what to fix please? Thank you for taking the time.

Second would have a slightly better chance, but both likely backlit/contrast rejections. More editing is unlikely to provide significantly better results.
