As a trainee paramedic I was set example questions from previous examinations to assist in examination techniques but I still had no idea of the actual questions pertaining to my finals that led to my qualification. I was therefore tested on my ability to recall ALL of the training.
The difference here is that the trainees were given the answers to their final examinations that led to their qualifications. These folks were therefore only tested on their ability to recall the actual questions and answers. If it 'ain't broken........ Don't try to mend it !

A lot of this goes on in airports.
My new-hire, HAZMAT, CSA Induction test and my Airport Badge SIDA test, the instructors were throwing awnsers out there, they just want us to pass so they can get on with their lives. In the HAZMAT we just did the test as a big group. People I know on the ramp told me similar things. So nothing shocking here.
