Airline Alliance schemes

I just had this question pop up in my mind today and wanted to see if anyone here knew about this.

Basically, I was wondering who decides the special color schemes for airline alliances? Like Star Alliance, Skyteam and OneWorld. Do all airlines have to agree on the new scheme. Or its a voting system where the ones that dont like the scheme have to just live with it .

Just some odd questions i had

The Star Alliance has an office in Germany and there are representatives of all the member airlines. They work on procedures that will be accepted by all of the members.

It is from this office that the aircraft design was created and each airline in the group is committted to paint "X" number of aircraft in the common design.
