Anyways i seem to have moved us off topic here so moving back to the subject i have been unable to find pictures of the car airship i mentioned but i do know i saw it on an old episode of top gear. It is theoritically possible that this is what it was and maybe its a new type of UAV project although as you said i cant see a purpose for any UAV or normal aircraft to have such a spotlight.
