Here is a DC-3 of Canadian Pacific which is now being used as a wind vane in Whitehorse.

Depending on how easily the pivot that it is on, it wouldent take too much to get that thing to turn. You'd be surprised at how strong the 'keel efect' is on even just a cessna or piper is when the wind is a direct 7-10 knot crosswind, and that is with tires on the ground.
