A Tropical Depression has caused severe flooding in Northern Taiwan on the morning hours of September 11.
Most of Taipei's rainfall record passed 16" mark, with some area saw 3' of rain in 6 hours. Residents were forced to flee during midnight hours as the water level went as high as 1-storey high.

Few journalists almost swept away by the flood.
Central Weather Bureau says the rainfall is stronger then Typhoon Nari, which caused widespread of flood in Downtown Taipei in 2001.
