Yup... It's because you haven't unlocked the second and third islands. You have to complete a number of missions before you can unlock the two islands. Once you've unlocked them, then you'll be able to drive to the islands instead of sneaking in by air, and the F-16 will stop shooting you.

Oops! I should have mentioned that, I got it all unlocked, I've just finished the missions for Wu Zi at his casino, and ive done all the flying lessons. I'm almost maxed out for Flying Skill.

It seems to happen randomly when taking off from the San Fierro airport in the Beagle.

Right next to the airport is the naval base, fly anywhere near it you get a four or five star rating. flying at a certain hight over it doesnt count though.

Same thing happens if you fly too close to "Area 69" south of the small landing strip.

Oops! Yeah, I didnt know about that Naval base until I started the mission where you steal the Hydra. They should have marked that on the map!


Any one try flying south-east towards the bright star for about 20 minutes, then returning? Easy way to open more territory to take over! Got a bunch in San Fierro now. Was a pain to get any gang members to spawn there though, had to two a few in from Los Santos

The Base is marked on the map 'Easter Basin' which is what its called.And Damn I love that mission where you steal the Hydra.

getting teh stars are easy though. Im yet to amnagae to steal teh cargobob though. get shot down, stole a Hydra tank and hummer (blown up when escaping though) from Area 69.
