Here in Ottawa, we've had a smoking ban in place for several years now. It is a ban than includes all public places (bars, restaurants, offices, stores, etc.) It certainly is working, and you certainly do have people going outside for a smoke when it's 25 below zero (or worse).

The only refuge people have at this time is to cross over into Gatineau (Quebec) where no such ban exists. However, the City of Gatineau is working on a similar ban of its own, so crossing the bridge will soon be useless as well. In fact, many establishments (Casino, coffee shops, restaurants) have already gone mostly or completely non-smoking in preparation for the imminent ban.

Furthermore, the Province of Ontario is pushing forward with a province-wide public smoking ban, and so Ottawa/Toronto will not be the only places where this will exist. The entire province will soon be smoke-free, as I have no doubt this bill will pass.
