I've posted some crap here before, but this one will stay on your hard-drive, it's a classic.

I'm not sure what they're discussing, but it seems rather sombre. The poor interviewer just can't seem to keep it together, though.

It was because of the interviewee’s high pitched voice that set the host off into a fit of uncontrollable laughter.

A) It's a set-up- it's taken from a belgian comedy show that mainly consists of small plays

and
B) The language spoken in the clip is Flemish

A) it was a talkshow in the 1980/90's for Belgium television, they are discussing surgical errors. That guy had a throat operation done and the surgeon accidently hit his vocal cords.
