Have a crack at it...sure is tricky but I got it after about a hour. Hit the circle button to begin. Read the instruction below if you can't read Chinese.

HOW TO PLAY:
Aim: You must get all the people across the river. Only 2 people on
the raft at a time.

The guard must be with the criminal at all times. The criminal is not
allowed to be alone with the public. The criminal can be on either
side of the water alone, though

The father is not allowed to be alone with the little girls. He may be
with them only when the mother is around.

The mother is not allowed to be alone with the little boys. She may be
with them only when the father is around.

There needs to be at least one adult on the raft to operate it.

Bring the criminal and guard back. Then take the guard and the boy across. Then bring the guard back. Then take the guard and the criminal across.
