Its a discussion forum, whether the post is interesting or not, who cares..

A forum is built on interesting posts, not spammers who try to raise their postcounts... if none of the posts/threads aren't interesting, I'm pretty sure everyone would just leave. If a forum is full of not interesting posts, the forum itself becomes boring.

Interesting posts are also quality posts... you said quality comes before quantity- have you ever seen a boring post that actually added to the quality of a forum?

If someone posts a boring thread, do you post in it?

Indeed, if you would want to up your post count, you wouldn't be posting 20+ screenshots in one post, but spread them out over 4 or more .
