    alright, if a government has within its power to do something that is right, but it doesnt for whatever reason, and someone is sueing the the prime minister (after he is out of office) for that, what would a good name for it be?

    social negligence?


    anyone?

    'Politician'.

    Seriously though, negligence is a good word, if the act maybe caused someone to get hurt then it could possibly be reckless endangerment, or it might just be sheer incompetence.

      It is failure to perform an intra vires duty.

      Whether the failure is reckless or negligent will depend on the facts.
