Supposedly, yes. However, with a new motherboard, better graphics card, more RAM, etc, you should be able to get the same out of XP easily.
Infact, I actually just did do all that. I recently took my compaq presario and gave it a new motherboard, ATI Radeon XP1600 512MB Graphics card(runs FSX amazingly!), 1GB of ram(512MB before), and a new cooling system.
