'Apply' button continuously engaged id dispaly

I need help with my desktop display, the apply button is engaged and I need to disengage it to post new wall papers, how do I do it?

There is one function that will fix 95% of all computer problems. Restart! The other 5% can be fixed with a hefty thump to the casing.
