Could this be Naval Air Station Cecil Field. In 1995 it was a military helicopter base therefore no need for runways ?If it 'ain't broken........ Don't try to mend it !

Digging a bit further, depending on sources this airport either has 4 airlines for 3 destinations or 5 airlines for 5 destinations. A sixth airline is due to start later this month, but this won't be to a new destination.
