    That 4th busiest hint made it super easy, because most Caribbean countries only have 1 or 2, but the first one that popped in my mind that has more than that was the Dominican Republic, and it was the correct assumption.

            It is not in the U.S or North America.

            All its airlines have year-round service for pretty much all its offered destinations.

            • The only seasonal destination is Madrid. (although it doesn't appear on the Barajas wikipedia page, just the airport in question, so perhaps they no longer go to Madrid at all anymore)

              The main airline serving this airport offers 23 destinations all-year round besides that.
