    That dosent seem right, the departing aircraft would have been told to line up and wait runway NN

    So either she did not include the runway number in the clearance, which is very lax. Or she did and the pilot lined up any way. EITHER way some small portion of blame must rest with the pilots for accepting an improper clearance.

      Just a point... There is only ever one runway useable in AKL.
