    Is this a navigation beacon or part of the ILS for KSTL? I have seen another set of three towers like that in Kansas CIty.

    No.

    I am not sure where that pic is, but outer markers are hard to see. Not much to them.

    I found those towers. They do not align with runways. Zoom out on Google Earth and you will see that they are well north of Runways 29/30 approach path and well south of runway 24's approach path.

    If you go to Flightaware (or several other websites) you can find the approach plate documents that will detail where the markers are located.

    Most ILS stuff is on the airport, with the exception of marker beacons. Also there is a VOR on the STL airport (typically a white building with a dome or cone type deal extending upwards in the center.)
