Yet another road block in the long history of KORD expansion. Obviously the real issue at hand here is finance and the two sides, the City of Chicago and AA/UAL, arguing who is paying what. I understand the airlines' point of view in that they don't want to have to pay for additonal expansion while traffic and delays have declined and don't have to pay for the construction of new terminals that they won't use. On the flip side, I understand the City's point of view of better to expand now before delays and increased costs force the expansion to be abandoned. I think the best option is to just cancel the west terminals project, improve the domestic/international terminals, and build the additional runways.
