Tinkoff Airlines is the brainchild of Russian businessman Oleg Tinkov, who controls Russian bank Tinkoff Credit Systems specialized in credit card issuance. Tinkov is considering launching Tinkoff Airlines as a low-cost carrier and plans to detail his business plan for the airline in April. According to statements made on his plans already, Tinkov mentioned a fleet of eventually up to 200 leased B737s.
