Uploading to 1920 pixels

I've been searching the forum and couldn't find a thread answering my question so sorry if this has already been answered. I've seen that some people can upload at 1920 pixels while I am only able to upload at 1280 pixels. How can you upload at 1920 pixels? What are the requirements? Thank you to anyone who can answer my question.
