I have been using Adobe Photoshop to try and eliminate digital noise on a photo. However, using the "Reduce Noise" feature doesn't seem to make any noticeable difference. Any help is appreciated.

Personally, I take picture in RAW format. Then when opening the RAW file in Camera Raw I play with "details" : Noise reduction. According to the type of camera used (and also according to the target size of the image) I put more or less noise reduction (generally between 50 and 80). I have very rarely rejections for this motive.
Try it and find your own settings.
