    Contrast is too low; fuselage nearly blends into the background.

    It is quite soft/blurry, so don't think there is much you can do to fix it.

    Are the dust spots recoverable, and is there a chance they can be appealed?

    Dust spots are easy to remove. You can appeal of course, but your chance of success is about zero.

    You can do this yourself with the useful function called 'Check for dust' on the image page:

    Hi Jetphotos Crew, Could these images please be checked. My main concern is that the background is too blue, which was a result of the stormy clouds behind the image as I white-balanced the aircraft.

    Yeah, that's a huge difference in the sky, and it seems that more than just the WB is being adjusted. I'd avoid that kind of editing of the sky in future (as in the first two), lest you get flagged for overprocessing, or worse, manipulation. The second versions look more natural, but are a bit washed out/overexposed.
