Wait a minute, you probably mean the northernmost part of Luzon, which is the batanes islands, and there are 2 airports there, Basco airport and Itbayat airport. Both has a single runway. The only difference is that there are NO operations in Itbayat Airport, while South East Asian Airlines operates in Basco airport with flights to Manila. So I guess Basco Airport?Comment
