You're quite correct, it's not.
It is American though but a civilian aircraft. It first flew in 1937 and was stored during the war. Here's a bit more....

The company in question was chasing a military contract. So they went to their parts bin and got some odds and ends from another aircraft type they were building and created these two prototypes. They did not win the contract. But the other aircraft was and is a success. The contract they were chasing was for a successor of an aircraft built by this company.
