    Six of Brazil's largest carriers, including Tam and Gol Linhas Aereas Inteligentes, agreed on the measures at a meeting in Brasilia today, according to a statement on the agency's website. Besides overbooking -- selling more seats than an aircraft's actual capacity -- the measures stipulate a minimum number of reserve aircraft for airlines to maintain, and service measures such as staffing all check-in desks during rush hours, according to the statement.

    Progressive move (or regressive, depending on your stance) on Brasilia's part here. Such legislation would never fly here in the U.S. How bad of an issue was it in Brazil, for them to go after such an issue?
    Whatever is necessary, is never unwise.

    Then all tickets should be non-refundable as you could book for multiple flights and then no-show and the airline loses out.
    Flying is the second greatest thrill known to man. Landing is first.
