As you stated, there are pictures in the database already of this registration, thus you would not receive any badges.

He can get a first reg badge as long as the same airframe is not in the DB with the same reg.

F-Wxxx are provisional registrations for aircraft being delivered or prototypes. They are reused on a new aircraft each time the previous one has received its final registration. It's a new plane, but not a new registration.
